Rick Spurlock

Director of Operations

Rick Spurlock has 20+ years of professional experience in the power industry, including operation of both nuclear and biomass plants, staff development, project turn-around, maintenance planning, contract negotiations, environmental reporting, government affairs, and business planning. He currently is the Director of Operations – West Region, responsible for all IPSC plants west of the Mississippi.

Mr. Spurlock joined IHI Power Services Corporation (IPSC) from Exelon/Constellation Energy where he served as Rio Bravo Fresno Plant Manager. In this role, he oversaw the turnaround of the biomass project. The year prior to his arrival the Rio Bravo Fresno Facility had a 76.1% availability factor and only a 69.5% capacity factor. Under his leadership and guidance the plant availability factor had improved to 92.8% with a capacity factor of 91.9%. In addition, he held the position of Production Manager at Constellation Rio Bravo Rocklin biomass fired power project. He was instrumental at Rocklin in building a strong operations team.

Since joining IPSC he has worked closely with Human Resources in the development of IPSC employee policies, including pay practices. He was promoted to General Manager of IPSC South Region in 2013 and charged with providing oversight of two biomass and two coal fired projects. In 2014, Mr. Spurlock took on the Governmental Affairs responsibilities for IPSC and IHI Power Generation Corporation.

Mr. Spurlock is a strong advocate for the California biomass industry and has served as Chairmen of the California Biomass Energy Alliance (CBEA) since June of 2015. The CBEA is the California Biomass Industries trade organization with a charter to promote biomass energy as a means to reach the environmental and economic goals of California. Mr. Spurlock also represents the industry on the California State Tree Mortality Task Force.

Early in his career, he served in the Navy as a nuclear power plant electrician on the USS Enterprise. Mr. Spurlock earned his bachelor’s degree with high distinction from California State University Fresno.
